Outlawing Latinos' Heritage

Washington - At least we don't have to pretend anymore. Arizona's passing of that mean-spirited new immigration law wasn't about high-minded principle or the need to maintain public order. Apparently, it was all about putting Latinos in their place.

It's hard to reach any other conclusion following the state's latest swipe at Latinos. On Tuesday, Gov. Jan Brewer signed a measure making it illegal for any course in the public schools to "advocate ethnic solidarity." Arizona's top education official, Tom Horne, fought for the new law as a weapon against a program in Tucson that teaches Mexican-American students about their history and culture.

Horne claims the Tucson classes teach "ethnic chauvinism." He has complained that young Mexican-Americans are falsely being led to believe that they belong to an oppressed minority. The way to dispel that notion, it seems, is to pass oppressive new legislation aimed squarely at Mexican-Americans. That'll teach the kids a lesson, all right: We have power. You don't.

Arizona is already facing criticism and boycotts over its "breathing while Latino" law, which in essence requires police to identify and jail undocumented immigrants. Now the state adds insult to that injury.

The education bill begins with a bizarre piece of nonsense, making it illegal for public or charter schools to offer courses that "promote the overthrow of the United States government." Then it shifts from weird to offensive, prohibiting classes that "promote resentment toward a race or class of people," that "are designed primarily for pupils of a particular ethnic group," and that "advocate ethnic solidarity instead of the treatment of pupils as individuals."

Is it permissible, under the new law, to teach basic history? More than half the students in the Tucson Unified School District are Latino, the great majority of them Mexican-American. The land that is now Arizona once belonged to Mexico. Might teaching that fact "promote resentment" among students of Mexican descent? What about a class that taught students how activists fought to end discrimination against Latinos in Arizona and other Western states? Would that illegally encourage students to resent the way their parents and grandparents were treated?

The legislation has an answer: Mexican-American students, it seems, should not This angry anti-Latino spasm in Arizona is only partly about illegal immigration, which has fallen substantially in the past few years. It's really about fear and denial.

About 30 percent of the state's population is Latino, and that number continues to rise. This demographic shift has induced culture shock among some Arizonans who see the old Anglo power structure losing control. It is evidently threatening, to some people, that Mexican-Americans would see themselves as a group with common interests and grievances -- and even more threatening that they might see themselves as distant heirs to the men and women who lived in Arizona long before the first Anglos arrived.

To counter the threat, solidarity among Mexican-Americans has to be delegitimized. The group itself has to be atomized -- has to be taught to see itself as a population of unaffiliated individuals. The social, cultural and historical ties that have united people across the border since long before there was a border must be denied.

Every minority group's struggle for acceptance is distinctive, but I can't avoid hearing echoes of the Jim Crow era in the South. Whites went to great lengths to try to keep "agitators" from awakening African-Americans' sense of pride and

It's important to distinguish between Arizona officials' legitimate concerns and their illegitimate ones. The state does have a real problem with illegal immigration, and the federal government has ignored its responsibility to enact comprehensive reform that would make the border more secure. But Arizona is lashing out with measures that will not just punish the undocumented, but also negatively impact Mexican-American citizens whose local roots are generations deep.

The new education law is gratuitous and absurd. Arizona can't be picked up and moved to the Midwest; it's next to Mexico. There have always been families and traditions that straddle the two societies, and there always will be. Mexican-Americans are inevitably going to feel proud of who they are and where they came from -- even if acknowledging and encouraging such pride in the classroom are against the law.

You know kids. They'll just learn it in the street.

On the ground here in

On the ground here in Tucson, it gets even worse. Horne was in Tucson a few days ago, and complained that a bunch of Tucson High students walked out of a meeting with the Deputy Superintendent. He, said he couldn't believe how rude they were, and that it must have been their teachers and not their families who taught them to be so impolite. Then he said that if he's elected Attorney General in November, he'll help the Pima County Attorney's office enforce the new law.

Gee, can't imagine why those students would be upset. Don't they realize he's just trying to protect them?

"Aztlan Academy" is the name

"Aztlan Academy" is the name of a charter school in Tucson. "Aztlan" is the name that some radical Mexican-Americans call the American southwest, with the hope that it will one day rejoin Mexico. They reportedly fly the Mexican flag and not the American flag at this school. That's pretty brazen. If this is any indication of the type of "Mexican Studies" going on in some Arizona schools, then the governor is right to put an end to it. I think it's good to keep an open mind and look into just what they teach in these courses.



Give me a break. Why do

Give me a break. Why do they need Mexican/American culture classes anyway? I am Polish/American and I never had classes. Why should all the taxpayers pay for such special treatment? Are we going to have special classes for every individual to teach them about their culture and history? What is so special about them that they need that? What about the parents? Aren't they capable of teaching their own children all about their own culture? My god, the more I hear about this law the more I can't figure out what the hell took so long. If they want to come here they should adapt to OUR customs, not us to theirs. It has gone too far. I can't buy something in the store without instructions in both English and Spanish. Everything is like that, what do they think they are too good to learn our language? My family learned English and so did most of the immigrants who have come into this country.

Damned, I hope this law goes national. When I vote I will vote for whomever supports it, the hell with voting Democratic like I always have.



Apparently Mr. Robinson is

Apparently Mr. Robinson is unfamiliar with 8 U.S.C. 1324, specifically 1324a - he should read it as it spells out the law of the land - the WHOLE land.

Arizona took portions of this law and made them state law - enforceable by local law enforcement officers. God knows ICE isn't getting much done.

I would inquire of Mr. Robinson: Does he advocate for complete disregard for our laws by a certain ethnic group? Is it, in his opinion, OK if this group of people knowingly, willfully and repeatedly violate our immigration laws? Why does he have a problem with enforcing the law?

Why is it that Mr. Robinson avoids the name of the group teaching the classes in question? Why doe he avoid using the term "La Raza" ("The Race" in English)?

So, when you have a group of people referring to themselves as "The Race" - that is not racist. But enforcing immigration laws by local law enforcement (as is done in most other countries - including Mexico) is racist? Strange logic to say the least!



I liked the ethnic studies

I liked the ethnic studies class I took in college. It went very well with my Anthropology classes which I have a degree in with a minor in German. My anthropology degree is very useful in my work doing business in International Organic food marketing. Boycott Arizona.



The top three major

The top three major languages of the world are (and in this order): Chinese (Mandarin), English and Spanish. It would be practical, prudent and wise that Americans be able to 1) speak, read and write their native language proficiently to compete globally which many CANNOT, 2) speak one of the other two languages in the top three categories to also compete globally and 3) break their insularity to gain a wider perspective in order to successfully face a very complex world -- and this can come from the study of other cultures via language studies and ethnic studies. That said, by the numbers, these top three languages are essential and quite accessible to the current American, so why not take advantage of it? Instead there seems to be a backwards drive....As for the comment from the Polish/American. Polish ranks 26 on the list of most widely spoken languages in the world. What would be more useful for a student in America today: to speak Polish or Spanish? Let's just think about that for a second. I would love to speak Latin, but quite honestly, I think it would be more useful for me, someone who already is fluent in English and Spanish to either acquire/learn Mandarin, French, Italian or even Portuguese (given the expansive Brazilian market).



On April 26, Truthout

On April 26, Truthout published a piece by Greg Palast (Behind the Arizona Immigration Law: GOP Game to Swipe the November Election) wherein Palast read the history of the Arizona immigration law and the history of Arizona's Governor Jan Brewer to mean that the law was a GOP attempt to steal the November election by intimidating Latinos, even citizens, to discourage their participation in the election. The theme of this article is entirely consistent with that. with any luck, Latino citizens will not be intimidated, but offended and will "cowboy up" and register to vote in record numbers, against the Repugs. This sort of stuff is just another form of purging the voter lists and posting "observers" at the polls to challenge voters of color. The theme of Repugs trying to discourage or prevent electoral participation by black and brown-skinned people is an old one. Racism is a central tenet of the Repugs' beliefs and strategy. They just don't dare say so. It might get them some gains in November, but what will they reap 15 years down the line when the young Latino in the picture is old enough to vote?



I consider myself a middle

I consider myself a middle of the road Democrat, but I've got to say I fail to find this argument persuasive.

There were other indigenous peoples on North America before the Europeans arrived, not just Latinos or Mexicans. Our country is populated by immigrants... but once here, we relinquish our identity to that of being an American first, and country of origin second. The author seems to want to reverse this process and have us become more like Afghanistan.... tribal first, American citizen second.

I disagree that the States function in education is to promote ethnic identification and clan/tribal affiliation over citizenship.

The focus should be on citizenship, independent of ethnic background.

The goal should be integration into American culture, not separate and aside it.



I graduated High School in

I graduated High School in 1972. While in elementary school we were required to take Spanish in 7th and 8th grade. We were also required to take 1 year of a foreign language in High School - most took Spanish as that was a continuation of what they had in 7th and 8th grade.

While in the Military I was stationed in Germany - and I learned to speak at least conversational German while there.

Thirty-Eight years later I can speak more Spanish and German than many illegal immigrants that have been here 15 years. If you are going to move to a foreign country learn the language of that country instead of asking the whole country to learn your language.



The thing Arizonans, and

The thing Arizonans, and apparently many of you miss, is that it is impolite to be a$$holes. Tighten the border, fine, but why be jerks about it and demonize people who are probably better than you?



This is probably the tenth

This is probably the tenth Truthout article in the past two weeks denigrating Arizona for passing a law to help control ILLEGAL immigration and not a single article supporting the law when polls show that 2/3 of Americans support the law and want similar laws in their states.

I thought Truthout was supposed to provide balanced insight and commentary on American politics (both sides of the story), not merely parrot the far left agenda to counterbalance Rush Limbaugh. I guess I am sorely mistaken.

I have been disappointed and disgusted by the repeated accusations of racism in the Arizona law and the general absence of logical thought.
I for one will not donate another penny to Truthout until there is a little more journalistic fairness.

Actually it isn't just the one ethnic studies course the law applies to - it also covers african-american and native american studies. I live in WA state and took a graduation requirement was one semester of ethnic studies - woman studies for some reason fell in that category. I wonder if the new law would have a problem with that kind of course too.



What people don't seem to

What people don't seem to understand is that the mainstream teaching of history is already biased towards a white, anglo-saxon viewpoint. People complain about "ethnic studies," but what they fail to see is that traditional teachings of history ARE ethnic studies. It's a white-based worldview that emphasizes the Pilgrims landing on Plymouth Rock, and it is simply not as relevant to Mexican-Americans or African-Americans for that matter.

Like it or not Mexican-Americans have a different history than white Americans, and it is not fair to impose your biases on them. Take your blinders off and face up to the fact that race and history are inextricably linked, to deny this basic reality is to be naive or dishonest or both.

This article is a grammatically poor attempt to stir up more violence and racial tension. I'm sure the author will love it when the National Guard is on every corner. He probably has stock in companies who produce the Full Body Scanners and riot gear and dreams of laughing all the way to the bank from his metro-sexual penthouse flat in Uptown New York.

Let's not kid ourselves: The Republican Party in Arizona has declared war on the state's Latinos -- who comprise 30 percent of the state's population and now vote overwhelmingly Democratic.

This is nothing less than a further extension of the GOP's infamous "Southern Strategy" that it has employed against blacks for more than 40 years.

And the end result will be that ultimately, the Arizona GOP will suffer the same fate as their fellow Republicans in California after they pushed the anti-immigrant Proposition 187 in 1994 -- near-total banishment to the political wilderness at the hands of Latino voters -- who make up 40 percent of the California electorate.

This article really gets

This article really gets over how frightened some American-European are at the increasing visibility of non-white ethnic groups ascendancy in America. The very people who clannishly uphold their Christianity and its focus on Jesus Christ's Crucifiction so that ALL might be save really perceive this as relevant only to those whose skin color symbolizes the entitle ones. Among the many sad factors is that these events which are basic to beginnings of Christianity did not take place in Europe; that was a secondary stop! I fear the potential of the legalizing of reactions against one ethnic group of color does not portend well for our future.
