One of the things autocratic regimes curtail is freedom of movement. Seeing as Murka is a "democracy" you can't just announce you're going to stop people from traveling. So you make travel so invasive, painful and onerous that you get people to give up the idea. That way the people get to use their "free will" to decide to avoid travelling. ($11K fine for refusing to being ogled & groped says it all.)

It's a win-win on so many levels: curtail freedom of movement; turn up the heat on the frogs to accept invasions of privacy as normal; increase fear and anger; and make lots of profits for those who benefit from revolving door ties between security industries & government.

Locking down travel in Murka must be done with discretion. People will whine and complain, maybe even light a few candles in protest. But when asked to get on the bus by the officials with clipboards, people may whine and complain, but they'll still get on.
